NSFDA Member Update Regarding New York State Bill #10095

Dear NSFDA Members,

In keeping with our commitment to transparency, professional awareness, and advocacy for the working funeral directors of Nassau and Suffolk Counties, we are providing an informational update regarding recently introduced New York State legislation identified as Bill #10095.

This communication is intended to ensure members are aware of the proposal, understand potential professional implications, and have an opportunity to share input as developments continue.

Legislative Overview

Bill #10095, known as the proposed Licensed Funeral Arranger Act, was introduced in the New York State Legislature and brought forward for consideration on January 30, 2026. The bill is sponsored by Senator Paullin.

Based on currently available legislative language and industry communications, the proposal includes provisions that would introduce:

  • The creation of a Licensed Funeral Arranger licensure category
  • The authorization and regulation of Registered Transporters

If enacted, these proposed changes could influence staffing structures, supervision requirements, regulatory compliance obligations, and consumer transparency standards within funeral service operations across New York State.

Industry Context

NSFDA has been informed through professional and industry communications that:

  • The legislation is currently under legislative review.
  • The proposal has been associated with initiatives supported by Service Corporation International (SCI).
  • The New York State Funeral Directors Association (NYSFDA) has publicly communicated opposition to the legislation at this time.

As with most legislative proposals, stakeholder positions, organizational perspectives, and regulatory considerations may evolve as review and negotiation continue.

It is also important to recognize that individuals employed within funeral service organizations often serve strictly operational roles and may not participate in legislative or governmental affairs initiatives.

NSFDA operates independently as a regional professional association representing licensed funeral directors and funeral homes throughout Nassau and Suffolk Counties.

At this time, NSFDA has not adopted an official position regarding Bill #10095. Our focus remains on:
